Rapid Re-Housing (RRH) Program

The Housing Authority of San Angelo (HASA) is the sole recipient of the Continuum of Care Rapid Re-Housing (CoC RRH) Grant. This program has been successful in helping low-income families secure and maintain affordable housing. HASA’s primary role is providing rental assistance and case management, and serving as a liaison between landlords and participants as needed.

The RRH Program offers intensive, one-on-one case management to help families achieve their housing goals and provides support for up to two years. Assistance may include financial support -- such as first and last month's rent, security deposits, or partial rent -- until families can achieve self-sufficiency. The program also provides resources to help participants succeed long-term, including job search assistance, Tenant 101 classes, and budgeting and financial planning workshops.

The program serves a diverse range of participants, including traditional families, single-parent households, military and veteran families, elderly households, and individuals with disabilities. 

To be eligible for the program, individuals or households must meet the following criteria:

Category 1 Literally Homeless – Any individual or family who lacks a fixed, regular, or adequate nighttime residence, meaning they either:

  • Have a primary nighttime residence that is a public or private place not meant for human habitation or
  • Are living in a publicly or privately operated shelter designated to provide temporary living arrangements (including congregate shelters, transitional housing, and hotels and motels paid for by charitable organizations or by federal, state and local government programs) or
  • Are exiting an institution where (s)he has resided for 90 days or less and who resided in an emergency shelter or place not meant for human habitation immediately before entering that institution

Category 4 Fleeing or Attempting to Flee Domestic Violence - Any individual or family who:

  • Is fleeing or attempting to flee domestic violence and
  • Has no other residence and
  • Lacks the resources or support networks to obtain other permanent housing.

Households that are not literally homeless should be referred to other community and mainstream resources and encouraged to engage their social support networks, including family, friends, or coworkers.

 

How do I apply?

Interested households must present at a Coordinated Entry Site, for a Coordinated Entry Assessment. Please note, a Coordinated Entry Assessment will determine eligibility for various programs and referrals will be sent to partnering agencies. RRH Program referrals will be placed onto a Housing Priority List according to a scoring system of needs and will have to wait for program availability. Referrals often do not result in immediate assistance due to the waiting list.
