The Housing Authority of San Angelo (HASA) administers several specialized programs/preferences under the Housing Choice Voucher (HCV) Program. Each of these programs/preferences serves a specific population and may have additional eligiblity or referral requirements. All participants must meet the basic HCV eligibility criteria unless otherwise noted.
Most special programs cannot be applied for online and require a partner agency referral.
Family Self-Sufficiency (FSS) Program
The FSS Program is a voluntary, five plus year program that is designed to assist any family receiving HCV assistance to set and achieve goals toward greater financial independence. Participants work with a case manager to plan education, employment, or savings goals and may build an escrow savings account as income increases.

Family Unification Program (FUP)
HASA administers two types of Family Unification Program (FUP) vouchers in partnership with the Texas Department of Family and Protective Services (DFPS). Both programs are referral-based and limited availability:
FUP-Families: For families where a lack of adequate housing is a primary factor in the separation or threat of separation of children from their parents.
FUP-Youth: For youth ages 18-24 who are aging out of or have recently transitioned from foster care.

Foster Youth to Independence Initiative (FYI)
The FYI Program provides rental assistance for young adults ages 18-24 transitioning out of foster care to help prevent homelessness. Referrals are accepted through DFPS and After Foster Care programs.

Home Ownership Program (HOP)
The HOP allows eligible families to use their voucher to purchase a home instead of renting. Participants must meet income, employment, and first-time homeowner requirements, and secure financing through an approved mortgage lender. HASA is not party to the mortgage agreement.

HUD-Veterans Affairs Supportive Housing (VASH)
The HUD-VASH Program combines HCV rental assistance with case management and clinical services provided by the U.S. Department of Veterans Affairs (VA). Veterans must be referred by the local VA Case Manager serving the HASA jurisdiction. Voucher availability is also limited.

Mainstream (MS) Voucher Program
The MS program assists households with non-elderly persons (ages 18-61) with disabilities, including those who are: (a) transitioning out of institutional or other segregated setting; (b) at serious risk of institutionalization; (c) currently experiencing homeless; or (d) at risk of becoming homeless. Eligibility is determined through the standard HCV application and an additional questionnaire for eligibility. Applicants cannot apply separately for MS.

Non-Elderly Disabled (NED) Program
The NED Program provides HCV assistance to households with a head, co-head, or spouse who is disabled and between the ages of 18-61. Eligible applicants are identified during the standard HCV application process. Applicants cannot apply separately for NED. Availability is limited, and the number of NED vouchers may vary.
Project-Based Voucher (PBV) Program
The PBV Program offers rental assistance tied to specific units rather than the tenant. HASA's PBV partnership with Rio Concho Manor provides housing for adults 62 and older (due to property requirements). Assistance remains with the assigned unit and cannot be transferred to another property.

Stability Voucher (SV) Program
The SV Program serves individuals and families who are experiencing or at risk of homelessness, including survivors of domestic violence, dating violence, sexual assault, stalking, or human trafficking, as well as veteran families. This program is administered in partnership with Texas Homeless Network (THN) and the Concho Valley Community Action Agency (CVCAA). referrals are accepted from CVCAA and, in special circumstances, from local victim service providers.
HASA Preferences
Limited Homeless Preference (LHP)
The LHP Program provides preference for HCV assistance to families who meet the HUD definition of homelessness. Applicants must be referred through the Coordinated Entry (CE) system or the Rapid Rehousing Program (RRHP). Referrals must verify homelessness status before submission to HASA.

Veterans Case Management (VCM) Program
The VCM Program assists homeless veterans and their families referred by a Housing Stability Case Manager (HSCM). Participants must meet the same HCV eligibility requirements and the HUD definition of homelessness. Voucher availability is limited and subject to funding.
